Whenever the Mayor and Council shall deem it necessary for the public safety to repair any sidewalk in this City...such body shall cause notice to be given to the owner or occupant of such property to make said repairs within three days after the service of such notice...And if the provisions of said notice are not complied with the City may proceed to construct, or repair, said sidewalk...and the cost of making said repairs shall be then assessed against said abutting property.
