Pueblo, CO Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Under Pueblo Municipal Code Sec. 12-3-28, the City doesn't fix a broken sidewalk on its own: the Director of Public Works serves written notice on the owner or agent in charge of the abutting premises, and that person has thirty days to make the repair. Sec. 12-3-21 defines the responsible agent: for most properties it's the occupant or tenant, though hotels, apartments, office buildings and other multi-unit or business buildings are excluded. If the owner or agent ignores the notice, Sec. 12-3-30 lets the Director have the work done by the City and assess the cost, plus up to 15% for inspection/collection and 10% annual interest, as a lien on the property.
