Section 470-3A(2) draws the line at initial construction: the Village pays the building costs for sidewalks that are constructed, but thereafter the Village and the abutting landowner are each responsible for 50% of any further costs related to that sidewalk. Section 470-3B(1) restates the same 50/50 split specifically for repair, saying sidewalks laid by the Village shall be kept in good repair with both the Village and the abutting landowner each responsible for half the cost. A different rule applies to sidewalks a private owner chose to lay themselves under Section 470-3A(1)(c): under Section 470-3B(2), that owner must keep it in repair, and if they fail to, the Village repairs it and charges the full cost back to the property holder.

When the Village Board orders a sidewalk repaired or replaced because it is unsafe, defective, or insufficient under Section 470-3C(1), the owner gets written or published notice and 20 days to act before the Village steps in and bills the owner, with any Village-ordered work again split 50/50 between owner and Village under Section 470-3C(5). Small jobs move faster: if repair costs $100 or less, the Village can fix it immediately without notice or a contract letting, and charge the owner directly under Section 470-3C(4). Unpaid special charges for either construction or Village-performed repairs are entered on the property's tax roll.
