B makes animated and automatic changeable-copy signs, meaning any sign whose copy or illustration changes by lamp-back or mechanical means, prohibited on any type of sign in any zoning district, with only national or state flags and flags of charitable or religious organizations exempted. F(4)(a), covering the Reed-Putnam Design District's Subarea A: electronic video screen (EVS) signs are allowed on up to two wall signs of a mixed-use retail shopping center, but only under the approved Exterior Signage Manual and Commission site plan review. EVS signs abutting Interstate 95 may change no more than once every 12 seconds, must fade rather than cut or scroll between images, cannot use animation, bursts, blinking or flashing, and must be programmed to change simultaneously and depict the same content on every screen unless the Commission approves otherwise.

Luminance must auto-dim during nighttime hours, defined as a half hour before sunset through a half hour after sunrise, and must be calibrated to the lowest intensity that still allows safe highway viewing, subject to Commission review. Prices and percentage discounts may never be displayed on an EVS sign. Any change to the approved Exterior Signage Manual itself requires a new Commission review and approval.
