Oneida, NY Sign Regulations: Digital Billboards (2026)

City of Oneida Code § 190-15C(23), amended 7-5-2022 by Local Law No. 5-2022, is the city's dedicated digital-sign standard within its broader sign chapter. Unlike static signs, which need only meet the dimensional and district standards in § 190-15D, a digital sign gets an extra layer of scrutiny: the Building Inspector/Code Enforcement Officer must review and approve the specific installation before any sign permit can be issued at all. That reviewing official is the same one who administers every other sign permit, certificate of compliance and nonconforming-sign registration in § 190-15.

The substantive limit in the section is a flicker-rate cap rather than a size or brightness standard: the message or display on a digital sign cannot change more than two times per minute, which rules out scrolling text, video, or rapid-cycling advertising content and effectively limits digital signs to slow-rotating static messages. The provision sits among the chapter's other numbered general requirements in Subsection C, alongside rules for freestanding signs (24-foot height cap), roof signs (40% of roof area), window signs, and seasonal banners, all of which apply on top of the digital-sign-specific review.

An editor's note at the same location records that the former Subsection C(22), covering election signs, was repealed in 2020 by Local Law No. 6-2020, which renumbered the following paragraphs, including the digital-sign provision, down by one.
