Parker, CO Sign Regulations: Digital Billboards (2026)

Section 13.09.030(b)(1) states the general rule for the Sign Code: signs cannot include animated, flashing, moving, or intermittent illumination, full stop, except for the message on a changeable copy sign, which may change at the rate set in Section 13.09.050(c)(1). That rate is narrow. A changeable copy sign, whether it changes electronically, mechanically, or manually, may not change more than two times per calendar day, which rules out the scrolling or rapidly rotating electronic message boards common along highway corridors elsewhere. Table 13.09.D then layers dimensional limits on top of the change-rate cap: changeable copy signs are Not Permitted on any residential parcel, while a nonresidential parcel is limited to 20 square feet of sign area, a height of 8 feet for a single principal use or 15 feet where multiple principal uses share the parcel, and a minimum 10-foot setback from the right-of-way.

Because a changeable copy sign also has to fit within the Town's other aggregate sign-area allowances for its parcel, a business cannot simply add a 20-square-foot electronic board on top of its existing wall and freestanding signage; the changeable copy allowance is folded into the same building-mounted or freestanding totals set in Sections 13.09.050(e) and (f). The combined effect of the twice-daily cap and the 20-square-foot ceiling is that Parker has no path to a true digital billboard: any sign large enough or fast-changing enough to function as one falls outside the changeable copy exception and into the flat prohibition on animated signs.
