Plymouth, MN Sign Regulations: Digital Billboards (2026)

06, Subd. 1(d) opens a narrow, permit-only path for digital replacements. A new dynamic display billboard needs a permit issued on or after March 9, 2021, and the property must already have an existing static billboard and front either Interstate 494 or State Highway 169. The sign itself cannot exceed 14 feet high by 50 feet wide, or a height of 70 feet from grade, and a property may have only one billboard structure, static or dynamic, with up to two faces. Spacing rules keep digital signs from clustering: the minimum distance between two dynamic display billboards is 5,280 feet measured along either side of the roadway, and the minimum distance to an existing static billboard is 1,320 feet on the same side of the road.

Every new dynamic sign must retire two static billboards, the one on the applicant's own property plus a second static billboard elsewhere in Plymouth that the applicant owns or leases. All billboards must also meet Minnesota Department of Transportation standards and permitting, and Subd. m.
