06, Subd. 1(c)(3) carves non-commercial signs, including political candidate signs, out of Plymouth's normal sign permitting and size rules. During a state general election year, such signs may go up 46 days before the state primary and must come down no more than 10 days after the general election. Around a special election, the window opens 13 weeks before the election and closes 10 days after it. 07, Subd. 2(h) confirms they need no sign permit. They may be placed on private property with the landowner's consent, or within the public boulevard directly abutting a private property between the property line and any adjoining trail, sidewalk or street, again with the abutting landowner's consent.

The ordinance draws firm placement lines even inside that window: no sign in the traveled roadway between curb lines, in center medians or traffic islands, on a public trail or sidewalk, in the boulevard between a trail or sidewalk and the street, on park property, or on other city, county, state or federal property. Signs must sit back at least one foot from trails and sidewalks, or four feet from the curb or road edge where there is no curb, and can never obstruct the view of pedestrians, cyclists or drivers.
