Section 17-10-05(m) lets one electronic variable message (EVM) sign per property in the B-3, B-4, B-P, I-1, I-2 and I-3 zone districts carry up to 50 square feet of digital display, or 32 square feet in B-1 and B-2 (up to 40 with a Zoning Board of Appeals exception). Every EVM sign must sit at least 100 feet from a residential property line, cap brightness at 10,000 NITs by day and 5,000 NITs by night, hold each message at least six seconds with transitions no longer than one second, skip flashing effects, and shut off within 48 hours of a malfunction. Every other zone district bans EVM signs outright.
