Any sign that changes its message faster than once every five seconds is a prohibited animated sign citywide.

Off-premises signs shall be permitted, provided such off-premises signs are oriented towards, visible from, and located within 660 feet of the right-of-way of an interstate highway, and further provided that:a.Such signs shall not exceed 700 square feet in area or 35 feet in height.b.No two structures shall be spaced less than 500 feet apart along the same side of the highway. Full Breakdown

Richmond City Code § 30-503 prohibits off-premises signs and animated signs in every zoning district unless the code specifically permits them elsewhere. The only carve-out for an off-premises sign, the kind a digital billboard company would erect, sits in § 30-515(5), limited to the B-3 General Business District, requiring the structure to be oriented toward, visible from, and located within 660 feet of an interstate highway right-of-way. Within that narrow strip, the sign cannot exceed 700 square feet of area or 35 feet in height, no two billboard structures can stand less than 500 feet apart along the same side of the highway, and none can sit within 500 feet of an interchange, measured along the pavement edge from the ramp taper to the structure.

Separately, § 30-503(1) bans animated signs in all districts, and § 30-1220's definition of "sign, animated" catches any sign with a conspicuous and intermittent variation in illumination, message, or physical position, except a sign that revolves at six revolutions per minute or slower or changes its message no more than once every five seconds. That five-second threshold is the practical dividing line for a digital display: a billboard with static, slow-changing copy inside a B-3 corridor near an interstate can qualify as a lawful off-premises sign, while anything that flips faster is an animated sign banned everywhere in the City. 1 before the Commissioner of Buildings issues a permit.

Violations & Fines

Erecting or maintaining a billboard outside the permitted B-3 interstate corridor, or one that changes message faster than once every five seconds, is a zoning violation under § 30-1080. A first conviction carries a fine up to $1,000; failing to remove the sign after a court-ordered abatement period adds separate misdemeanor fines of $100 to $2,000 for each following ten-day period, plus up to 12 months in jail and a $100 administrative fee.

Frequently Asked Questions

Can a business put up a digital billboard anywhere in Richmond?
No. Off-premises signs, including digital billboards, are prohibited in every district except the B-3 General Business District, where § 30-515(5) requires the sign to sit within 660 feet of an interstate right-of-way, cap at 700 square feet and 35 feet, and keep 500 feet from the next billboard and any interchange.
How fast can a digital sign in Richmond change its message?
Not more than once every five seconds. Section 30-1220's definition of an animated sign exempts displays that change message no more than once every five seconds or revolve at six revolutions per minute or less; anything faster is a prohibited animated sign under § 30-503(1) regardless of district.
What happens if I install an illegal billboard in Richmond?
The Zoning Administrator issues a written notice and the City can prosecute under § 30-1080, a misdemeanor punishable by up to $1,000 for the first offense, escalating fines up to $2,000 for every ten days the sign stays up uncorrected, and up to 12 months in jail.
