Titusville, FL Sign Regulations: Digital Billboards (2026)

Chapter 32's dynamic or variable message sign rule, Sec. 32-13, is Titusville's operative digital-sign ordinance. It allows an electronic changeable display on a freestanding or monument sign, but only up to 50 percent of that sign's total allowable area, and it flatly prohibits any building-mounted dynamic or variable message sign except on City-approved bus shelters. No development may have more than one sign carrying a dynamic display. On the technical side, the code requires an ambient light monitor that automatically dims the sign, and sets hard brightness ceilings: 8,000 nits maximum during daylight and 500 nits maximum between dusk and dawn, both measured within one meter of the sign face.

5 seconds, cannot exceed 10 seconds of display time, and the display cannot appear to flash, pulse, bounce, rotate or simulate movement. Dynamic signs are barred entirely from the Urban Mixed-Use (UMU) zoning district except on approved bus shelters. Separately, Titusville's billboard ordinance, Sec. 32-26(b)(11), Face styles, limits every billboard to one of three named types: poster panels or bulletins with pasted paper copy, mechanical indexing signs that rotate between three printed images, or painted bulletins with hand-painted copy. None of the three listed face styles is an LED or video display, so a digital billboard face is not among the sign types Sec.

32-26 authorizes for an off-premises advertising structure, even though a freestanding on-premises sign elsewhere in the city could carry the dynamic display Sec. 32-13 allows.
