Titusville allows one freeway-facing 'high rise' ground sign per commercial lot inside its Interstate Access Zone, a quarter-mile band along I-95 at the SR 406 and SR 50 interchanges. City Code Sec. 32-9(h) caps height at 75 feet above grade, requires 50 feet of road frontage, sets a 50-foot property-line setback (100 feet next to residential zoning), and bars any variance from the height or size limits.

Full Breakdown

Sec. 32-9(h) of the Titusville Land Development Regulations creates the Interstate Access Zone, a quarter-mile (1,320-foot) band measured from where SR 406 or SR 50 meets the I-95 right-of-way. Only commercial property with at least 50 feet of frontage on an improved public or private right-of-way inside that zone can apply for a 'high rise' ground sign, and the code allows just one per lot. Maximum height is 75 feet above existing grade on both SR 406 and SR 50 frontage, printed directly in a table in the section.

Sign area is capped two ways, and the applicant must pick one method and stick with it: either 64 square feet per first acre, scaling up to 250 square feet total, or 2 square feet per linear foot of the building's front-lot-line frontage, again capped at 250 square feet. The two computation methods cannot be mixed, and a later change in signage must use whichever method was originally chosen. High rise signs must sit back at least 50 feet from every property line, a distance that grows to 100 feet where the sign abuts residential zoning or use.

Applicants must submit a registered engineer's fall-radius calculation showing the entire structure will collapse onto the site if it fails, plus a site plan with elevations. Billboards are never allowed to double as a high rise sign, and the code expressly forbids any variance from the maximum permitted height or size. The aggregate area of all ground and pole signs on an Interstate Access Zone site, high rise sign included, cannot exceed 450 square feet.

Violations & Fines

Any sign built, altered, or displayed in violation of Chapter 32 is declared a public and private nuisance under Sec. 32-3(g), and the Building Official may enter the property and order it removed without incurring liability. A sign erected without the required permit becomes an 'illegal sign' under Sec. 32-2 and loses any nonconforming protection. The Building Official may also revoke an existing sign permit if the holder fails to correct a violation within 30 days of written notice under Sec. 32-3(f).

Frequently Asked Questions

Can a business put up a 100-foot sign to be seen from I-95 in Titusville?
No. Sec. 32-9(h) caps every high rise sign at 75 feet above existing grade on both the SR 406 and SR 50 corridors, and the code expressly bars any variance from that height limit, so no application can exceed it regardless of visibility need.
Where does Titusville's Interstate Access Zone actually reach?
It extends one-quarter mile, 1,320 feet, measured in a straight line from where SR 406 or SR 50 crosses the centerline of the I-95 right-of-way, per Sec. 32-9(h). Only commercial lots with 50 feet of frontage inside that band qualify for a high rise sign permit.
Can a billboard be built as a high rise freeway sign?
No. Sec. 32-9(h)(2)c.7 states plainly that a billboard shall never be permitted as a high rise sign, so the two sign types remain legally distinct even though both target I-95 traffic.
How close to a neighborhood can a high rise sign be placed?
The standard setback is 50 feet from every property line, but Sec. 32-9(h)(2)c.4 pushes that to 100 feet wherever the sign abuts residential zoning or use.
