Troup County, GA Sign Regulations: Digital Billboards (2026)

Section 10.8 governs changing signs, the County's term for digital and other electronic message displays, and restricts them to a portion of a conforming freestanding sign in the LC, HC, LI and HI zoning districts, while also allowing them on property used for a public or institutional purpose regardless of underlying zoning. Every message must hold a fully static display, with no motion or change in color or light intensity, for at least 30 seconds after the transition from the prior message finishes. A mechanically changed message must complete its transition in three seconds or less, while an electronically changed message must transition in two seconds or less; scrolling text must complete its transition within two seconds and then hold for 60 seconds.

Full-motion video, flashing and animated content are prohibited outright, though a fade or dissolve effect between two static messages is not treated as a banned intermittent element. Brightness is capped by an automatic dimmer, photocell or timer that reduces output at night: the code sets a ceiling of 5,000 nits during daylight and 500 nits between dusk and dawn, measured 10 feet from the sign face, and the applicant must submit factory certification from the sign manufacturer that these limits are pre-set and cannot be overridden by the end user. A malfunctioning sign that causes glare impairing a driver is a violation regardless of whether it otherwise meets the technical standards.
