Ventura, CA Sign Regulations: Digital Billboards (2026)

Ventura's zoning code flatly forbids digital billboards and other changeable-message signage anywhere in the city. 270, adopted by Ordinance No. 420's sign regulations with a list of prohibited sign types: changeable copy signs (subsection A), combination signs (B), flashing or blinking signs (C), mobile signs (D), moving signs (E), pole signs outside the exceptions in the chapter (F), portable signs (G), and roof signs (H). 360: any sign built so its letters or advertising material can be readily interchanged. That definition carves out only three uses: theater marquees, information boards at churches, schools and public service organizations, and service station price signs, none of which cover a commercial LED billboard.

Because an electronic message board also flashes, blinks or scrolls, it can independently violate the separate bans on flashing/blinking signs and moving signs in the same section. 580's code enforcement provisions to unsafe or noncomplying signs. 280, which force conformance once a sign is altered, moved, or the site undergoes exterior renovation exceeding 25 percent of assessed value or $15,000.
