West Hartford, CT Sign Regulations: Digital Billboards (2026)

Section 177-33D of the West Hartford Zoning Code, within Chapter 177 (Zoning), governs the electronic and moving-image content that a sign, digital billboard included, may display anywhere in Town. Subsection D(1) permits illumination only when it is confined to or directed at the sign's own surface, and it bars flashing, rotating or intermittent illumination outright. The Town wrote a single, narrow carve-out: a sign that shows only time and/or temperature information may use white, intermittent lighting, but only if the sign's longest dimension does not exceed five feet, which rules out a highway-scale digital billboard message board.

Subsection D(2) separately bars any sign from being mechanically rotated or moved, with an exception only for a traditional barbershop pole sign no longer than three feet. Because West Hartford's sign schedule under Section 177-33E through H lists only on-premise advertising as a permitted sign type in every residential, business, industrial and office district, a stand-alone digital billboard displaying off-premise, rotating advertising copy has no path to a sign permit in Town regardless of the illumination question; the flashing/rotating ban applies on top of that use restriction to any electronic message board a property owner might otherwise try to install on-site.

The Department of Community Development's zoning staff reviews sign permit applications and can deny or condition a permit that proposes prohibited flashing or rotating illumination.
