Greenwood, IN Sign Regulations: Freeway-Facing Signs (2026)

The Greenwood Common Council's Unified Development Ordinance devotes Sec. 10-03-08.M to 'Off-Premises Sign Allowed by Permit - Billboard,' stating the section exists to control off-premises signage visible along interstate highways within the Plan Commission's jurisdiction for safety, scenic and tourism reasons. Outdoor advertising structures are permitted only along an interstate highway where the site is zoned commercially or industrially, and they cannot attach to a building, extend over public right-of-way, or sit on a bridge, sewer, drainage, water, electric or petroleum easement without written utility or Board of Public Works and Safety consent.

The code sets two size classes: a standard billboard needs a 20-foot minimum setback, 12-foot minimum height, tops out at 40 feet, and may not exceed 750 square feet of face area including extensions, and can sit on- or off-premises; a high-rise sign needs a 65-foot setback, 50-foot minimum height, 85-foot maximum height and 550 square feet, but only on-premises. Back-to-back or V-shaped double-faced structures get the full face allowance per side, and signs with more than two faces are prohibited outright. Spacing rules add a 1,000-foot minimum gap between any two off-premise structures on the same side of the interstate and bar any billboard within 500 feet of an interchange, measured from where pavement widening begins or ends.

Steel construction, painted members and native-species tree replacement round out the standards. Violations of these permit terms fall under the UDO's general civil zoning violation process.
