080, the Prohibited Activities section of the City's tree chapter, bars topping a City-property tree (subsection A) and bars damaging a City-property tree, exposing it to harmful substances, or letting a fire burn near it (subsection C). Subsection B is broader still: it prohibits attaching or keeping attached to any City-property tree any ropes, wires, chains, or other device, which would otherwise sweep in holiday lighting strung through a street tree's branches. The same subsection then makes the express exception: seasonal holiday lights are permissible for up to 90 days.

That is the only duration limit the code gives for decor on a City tree, so a display left up longer than 90 days loses the exception and reverts to a straightforward attachment violation. 010 describes as maintaining a diverse, healthy, sustainable urban forest. 030 reaches any tree wholly or partly on City property, this same 90-day limit applies to a privately-owned tree whose crown merely extends over the right-of-way, not just to trees the City itself planted.
