Blue Hill, NE Sign Regulations: Holiday Displays (2026)

Article Five of the 2018 Zoning Ordinance sets the sign rules that apply in every district (AG, R, DT, GC and LI) and in the city's extraterritorial zoning jurisdiction. 2 states a sign may be erected, placed, established, painted, created, or maintained within the City and the City's extraterritorial zoning jurisdiction only in conformance with the standards, procedures, exemptions and other requirements of these sign regulations, meaning any exemption has to trace back to the ordinance's own exempt-sign list. 6, headed Exempt Signs: the following signs are permitted in any zoning district and are exempt from other provisions of these regulations, provided such signs are not located in the designated sight triangle.

Clause (d) puts seasonal decorations for display on private or public property on that list, alongside religious and school bulletin boards capped at 20 square feet, real estate signs, and official traffic or directional signs. Unlike the bulletin-board exemption, clause (d) carries no size cap, height limit, or removal date of its own, so a seasonal or holiday display is free of the article's area, height, permit, and setback standards that apply to ordinary commercial and residential signage. 6 chapeau. 4, Compliance, adds that any sign or part of a sign erected within the zoning jurisdiction must still comply with other relevant provisions of the City of Blue Hill's Municipal Code, so a seasonal display that doubles as advertising or creates a hazard can still be reached under a different code section even though the sign article itself exempts it.
