060. Item E exempts holiday decorations associated with any generally recognized national, local, or religious holiday, and item F separately exempts illuminated building accents and decorations, so a home strung with Christmas lights or a business with a lit wreath needs no sign permit at all. E prohibits paper, cloth, or plastic streamers and bunting as a category of prohibited sign, but the same sentence expressly excepts holiday decorations and special event signs, so seasonal bunting tied to a recognized holiday stays legal even though generic party streamers do not.

Being exempt from the permit does not mean a holiday display escapes every rule in Chapter 23. I lets the City remove any sign, holiday or otherwise, that poses an immediate public safety hazard. A, need a permit, and are capped at 30 days at a time or 90 days per year, a limit that never attaches to a true holiday decoration because it was never in the permit system to begin with.
