The City Council adopts a schedule of charges for removal costs, based on direct labor, material and equipment costs and departmental and general City overhead. The City is not liable for damage to signs caused by their placement or by their removal, transportation or storage. Persons billed can appeal, and § 9.04.550 makes the City Council's decision on appeal final.
