Arizona House Bill 2500 significantly limits Scottsdale's authority to regulate political signs during election season. Political signs may be displayed: up to 16 square feet in residential zones; up to 32 square feet in other zones. Signs may be placed from 71 days before a primary election through 15 days after a general election for candidate signs, and from 71 days before an election until 15 days after for ballot measure signs. Year-round political signs may be displayed on private property with owner permission under First Amendment protections. However, all temporary signs including political signs are prohibited in the public right-of-way. Signs may not be placed in medians, on utility poles, or on public property. Arizona HOA law (ARS §33-1808) protects the right of homeowners to display political signs in compliance with size limits, even if HOA CC&Rs restrict signage.
