Its table lists "Window" signs with "No limit" on maximum number and "No limit" on maximum height, but the maximum sign area "Cannot exceed more than 20% of the glazing area of the window where it is installed." A storefront can post as many individual window signs as it wants, in any position, as long as the combined coverage of the window pane stays at or under one-fifth of the glass.
That 20 percent cap only reaches commercial and larger mixed-use buildings. Sec. 9-201(A), which governs single-unit, two-unit, townhouse, and multi-unit buildings of up to four units, lists only flags, minor freestanding signs, wall signs, and temporary signs; it has no "window" row at all, so residential window signage isn't independently capped by Article IX. Sign rules apply "on any lot, in any zone, and in any required yard" under Sec. 9-201, so the distinction turns entirely on the use and unit count of the building, not the zoning district.
Illumination of a qualifying window sign still has to clear the separate limits in Sec. 9-204(A): signs must meet the lighting limitations in City Code Sec. 13-1-3, and any sign facing or on a lot abutting a residential zone can't stay lit between 10:30 p.m. and 6:30 a.m.
