City Code § 11-13(b)(3) lists window signs among the categories of signs that do not require a sign permit under Chapter 11, but the exemption carves out two exceptions: directly wired electrical signs, and window signs located within the Old Town Center district. Those two categories remain subject to Chapter 11's normal permit process even though they display in a window. The broader introductory language of § 11-13(b) makes clear the permit exemption is narrow in scope, not a general pass on regulation: exempt signs, including ordinary window signs, are not relieved of 'the responsibility of its erection and maintenance, and its compliance with the provisions of this chapter or any other law or ordinance regulating the same,' and no exempt sign may be installed or used in a way that creates a potential safety hazard.

Window signs sit alongside other no-permit categories in the same subsection, including customary identification signs of three square feet or less, real estate signs of six square feet or less, and change-of-copy on already-established signs, but unlike some of those categories, Chapter 11 does not impose a numeric size cap specifically on ordinary window signs; the cap that does apply is the ban on electrical/wired versions and the Old Town Center carve-out.
