08(a). 03(w) as a sign displayed on, directly behind, or in front of a window or the glass portion of a door. 09(c) sets the measurement method: window area is measured using the eight-line method or by multiplying the overall width of the sign copy by its overall height (A = W x L), and includes every windowpane and glass door panel on a facade, with panes separated only by muntins or mullions counted cumulatively rather than individually. 11(c) additionally directs that temporary window signs be clustered into one or more groups where feasible so large sections of window area remain uncovered.
04(a)(3), a business can post them without filing an application with the Building Department, but the 25% cap still applies and is enforced on inspection. 14(e)(4), also capping their temporary window signs at 25% of window area.
Violations & Fines
Section 1196.15(b) treats window signs as temporary signs: any sign that violates the chapter, including one exceeding the 25% cap, is removed immediately without prior notice to the owner and taken to the City garage for storage. The owner or permit holder has five business days to reclaim it and must pay the removal and notification costs first. Section 1196.15(b)(3) also makes the violation a minor misdemeanor punishable by a fine of not more than $100, with each day the violation continues charged as a separate offense.
