Section 17.10.040 is a single-sentence exemption: signs on doors and windows are exempt from the fee, permit and sticker provisions of the title. Because it sits in Chapter 17.10, Signs Exempt From Permits, that exemption is read together with Section 17.10.010, which confirms exempt signs remain subject to the ordinance's substantive prohibitions, since signs prohibited by Chapter 17.12 may not be erected or maintained except those allowed subject to an off-site sign relocation agreement.
