9, Permanent Signs (Commercial Districts), governs window signs as one category of business tenant sign allowed in the City's commercial zones: Mixed Use Neighborhood (M1), Mixed Use Office (M2), Commercial (CO), Light Industrial (IN) and Lodging (L), plus commercial uses in a Planned Development district. B(5)d sets four rules. First, interior signs placed 24 inches or less from the window glass count as exterior advertising signs, not interior displays, so they are pulled into the sign-area calculation rather than treated as merchandise on display. Second, the core numeric limit: window signs, whether permanent or temporary, cannot cover more than 25 percent of the area of any individual window.

B. Fourth, content is restricted to individual lettering meant to be read from outside, and glass-mounted graphics are allowed only if they still fit inside the 25 percent ceiling; electronic or LED monitors, including television screens, are banned outright as window signs. 8(W), separately lets any window sign covering 10 percent or less of a window go up without a sign permit at all, lining up with the 10 percent counting threshold in the 25 percent rule.
