Section 16.54.060 turns Chapter 16.54's expedited solar mandate into hard numbers. Once the building and safety department receives a complete application that matches the city's approved checklist and standard plan, it must issue the building permit, or other ministerial permit, the same day for an over-the-counter submission, or within one to three business days for an electronic one. If the application is incomplete, the department must send the applicant a written correction notice spelling out every deficiency and what is needed to become eligible for expedited issuance; review is limited to whether the application meets local, state, and federal health and safety requirements, nothing more.

On the inspection side, Section 16.54.060(G) and (H) hold the city to only one inspection for an eligible system, and that inspection must be scheduled within one business day of the applicant's request, with the city encouraged to consolidate multiple inspection needs into that single visit. If a system fails its initial inspection, any follow-up inspection is no longer bound by the chapter's one-inspection, next-business-day rules. The city cannot deny a permit outright without written findings, backed by substantial evidence, that the installation carries a specific, adverse impact on public health or safety that cannot be feasibly mitigated, and any condition imposed has to be the least costly method available, drawing on conditions the city has already used successfully on similar past applications. A denial or a contested condition can be appealed to the planning commission within ten days of the building official's written decision.
