Under California Government Code Section 65850.5 (AB 2188), Camarillo must provide streamlined, ministerial permitting for residential rooftop solar photovoltaic systems up to 10 kW. The city may require only an online or over-the-counter permit application with standard plan requirements. Permit fees must not exceed actual costs. The city cannot require applicants to apply for additional permits (such as a zoning clearance) for rooftop systems. Ground-mounted systems may require additional zoning review. California's Solar Rights Act (Civil Code 714) prohibits unreasonable restrictions on solar energy systems, and Government Code 65850.5 requires the permit to be issued the same day for complete applications. Building and electrical permits are processed through Community Development. Inspections include structural attachment, electrical connections, and final. Net Energy Metering (NEM) allows grid-connected systems to receive bill credits. California's 2020 Title 24 energy code requires solar panels on most new residential construction.
