145 of the San Buenaventura Municipal Code, adopted under Ordinance No. 5, makes a building permit mandatory for every small residential rooftop solar energy system in the city. 020 defines a covered system as one rated no larger than 10 kilowatts AC or 30 kilowatts thermal, built to comply with state fire, structural and electrical codes, installed on a single- or duplex-family dwelling, and no taller than the city's maximum legal building height. 030 applies the permit requirement to every such system, but exempts systems legally established or permitted before the chapter's effective date unless later work materially changes the size, type or components of the array; routine maintenance never triggers a new permit.

040 adds substantive standards: water-heating and pool-heating solar systems must carry certification from an accredited listing agency under the California Plumbing and Mechanical Code, and electricity-producing systems must meet California Electrical Code and IEEE standards plus, where relevant, California Public Utilities Commission safety rules. 070 leaves the permit fee itself to a City Council resolution rather than fixing a dollar figure in the code, so applicants should confirm the current fee schedule with the Building and Safety Division before submitting. That division, within Community Development, administers the permit and is the office of record for plans, checklists and inspection scheduling under this chapter.
