Gulfport, FL Solar Energy: Expedited Solar Permitting (2026)

Gulfport created its Green Building Program under Article V of Chapter 7 (Ord. No. 2010-19, adopted Dec. 21, 2010) to speed up and discount permits for construction that meets outside green-building certification. S. 806, tying solar installations into the program's renewable-energy scope. Under section 7-36 the program runs as four sub-programs: new residential construction, residential retrofitting/remodeling, new commercial/non-city construction, and city-owned civic or office construction, administered on a per-unit basis by the city manager or a designee. Section 7-37 requires each participant to satisfy the current standard of a recognized rating system: FGBC's Green Home or Green Commercial Designation, USGBC's LEED for Homes or an equivalent LEED program, the Green Building Initiative's Green Globes system, or the NAHB National Green Home program, with the participant responsible for furnishing that certification.

Section 7-38 then delivers the payoff: for any participant in any of the four sub-programs, the city provides fast-track permitting for building permits "when possible," plus a permit fee reduced to fifty percent of what a non-program participant pays, subject to available city funding, along with marketing incentives such as project signage. Because the fast-track and discount apply to any certified green project rather than to solar exclusively, a rooftop solar array qualifies as part of a renewable-energy improvement inside an otherwise-certified green building submission rather than through a stand-alone solar permit track.
