Chapter 8.40 defines a qualifying 'small residential rooftop solar energy system' as one no larger than 10 kilowatts AC nameplate rating or 30 kilowatts thermal, installed on a single- or duplex-family dwelling, built to all applicable state fire, structural and electrical codes plus Civil Code Section 714(c)(iii), and no taller than the maximum legal building height (Section 8.40.020). Before applying, the homeowner or installer has to verify, using standard engineering technique, that the roof structure can carry the new wind, seismic, dead and live loads, and verify at the applicant's cost that the existing electrical system, wiring, and panel and subpanel sizes can safely carry the added photovoltaic load (Section 8.40.040(A)).

The building safety division must publish every checklist requirement on the city website, accept applications and supporting documents by email, mail or in person, and accept electronic signatures from applicants, engineers, architects or contractors in place of a wet signature (Sections 8.40.030, 8.40.040(B)). An application meeting the published checklist 'shall be deemed complete,' and once the Building Official confirms it is complete, the application is administratively approved and all required permits issue without further discretionary review; an incomplete application instead gets a written correction notice listing every deficiency (Section 8.40.040(C), (D)). City approval never substitutes for the local utility's separate interconnection sign-off, which remains the applicant's responsibility to obtain.
