5(j)(3), the Solar Rights Act's own definition, and builds Temecula's expedited process around it. The Building Official maintains standard plans and a permit checklist that must substantially track the California Solar Permitting Guidebook published by the Governor's Office of Planning and Research, and all of those documents plus the application itself must be available on the city website with electronic submission and electronic-signature acceptance for every applicant. An application that meets the checklist and standard plan is deemed complete; an incomplete one gets a written correction notice listing every deficiency.

Once complete, the Building Official must issue the permit within one to three business days for over-the-counter or electronic submittals, or as soon as practicable after that, and the review itself is limited to whether the application satisfies local, state and federal health and safety requirements, not general aesthetic or discretionary review. Any condition the city does impose has to be the lowest-cost option that still protects health and safety. On the inspection side, only a single inspection is required for a system that qualifies for expedited review, requests can go in by email or phone, and the Building Official must make a best effort to schedule within two business days and hold to a four-hour arrival window.

A failed inspection allows a follow-up inspection outside the expedited timeline. Fees for permits and inspections under this section are set by city council resolution.
