16 governs both how fast a small residential rooftop solar permit moves and what technical standards the installed system must meet. 030 applies the chapter to all small residential rooftop solar energy systems permitted in the city, while grandfathering systems legally installed before the chapter took effect in 2015 unless later modifications require new permitting; routine maintenance or like-kind replacement never triggers a new permit. 040 sets the substantive requirements: every system must meet applicable health and safety standards, and solar electric systems specifically must meet the safety and performance standards of the California Electrical Code, the Institute of Electrical and Electronics Engineers, accredited testing laboratories such as Underwriters Laboratories, and, where applicable, Public Utilities Commission reliability rules; solar water-heating systems must be certified by an accredited listing agency under the adopted Plumbing and Mechanical Code.

060 limits the city to a single inspection for systems eligible for expedited review, to be performed by the Director in a timely, consolidated manner; if the system fails that inspection, a follow-up inspection is authorized but does not have to follow the expedited chapter's own timing rules. Applicants who submit an incomplete application receive a written correction notice detailing every deficiency so they can resubmit, rather than a bare denial.
