DuPage County, IL Solar Energy: Panel Permits (2026)

Sec. 8-112.1, PERMIT REQUIRED, makes it "unlawful to... install equipment for the operation of a building or structure including, but not limited to, water heaters, water softeners, water filtration systems, furnaces, air conditioning equipment, heat pumps, solar panel arrays, EV charging stations, window replacement... without first filing with the Building Official an application in writing and obtaining a formal permit." That express listing means a homeowner cannot rely on the Code's re-roofing exemption in Sec. 8-101.2, which only covers overlaying existing shingles up to three total layers, to skip a permit for solar.

Application mechanics run through Sec. 8-112.4 (a current Plat of Survey sealed by an Illinois-licensed surveyor showing the array's position and any easements), Sec. 8-112.7 (a Building Official-prescribed application form), and Sec. 8-112.9 (a complete, scaled plan set covering structural and electrical work for electronic submittal). Sec. 8-112.10 requires that any plans involving changes to a supporting structure or that materially affect structural loading, which roof-mounted racking typically does, be signed and sealed by a licensed architect or structural engineer. A permit voids if no work starts within 180 days, or if more than 180 days lapse between required inspections, under Sec. 8-112.3; an amendment permit and its fee are then required to resume. Fees follow the county's fee schedule effective May 1, 2025, per Sec. 8-114.3:1. If the Building Official denies or revokes a permit, Sec. 8-124.1 and 8-124.2 let the applicant appeal in writing to the Building Official and then, within ten days of that decision, to the County Development Committee sitting as the Building Board of Appeals.
