Naperville, IL Solar Energy: Panel Permits (2026)

Chapter 15 of the zoning title (Small Wind and Solar Renewable Energy Systems) governs every solar installation in the City. Section 6-15-3, subsection 4 (Permitting and Installation) states that, unless exempted by the Director of Transportation, Engineering and Development, 'a City of Naperville building permit is required prior to the installation of any Renewable Energy System,' and every system must be installed and maintained to applicable building and safety codes; associated wiring must run underground or inside a raceway that matches the principal structure's materials (subsections 4.1, 4.3, 4.5).

Building-integrated solar systems, which replace an architectural component of a building rather than sitting on top of it, may be authorized by permit in every zoning district (subsection 6-15-5:1.1.1). Building-mounted and small ground-mounted arrays are approved administratively in Residential districts and in all Business and Industrial districts (subsections 1.1.2, 1.1.3); large-scale and medium-scale ground-mounted systems in a Residence District require a conditional use permit granted by the City Council under the procedures of section 6-3-8 (subsection 1.2.1). Height is capped at 8 feet for a ground-mounted array, measured from average grade at maximum tilt, or 15 feet if the array sits on a parking structure in a Business or Industrial district (subsections 2.2, 2.2.1); a building-mounted system on a flat or mansard roof may rise up to 3 feet above the building's height limit or 5 feet above the roofline, whichever is less, with no added height allowed on pitched roofs (subsection 2.1).

Ground-mounted panels cannot sit in the required front yard, corner side yard, or any utility, water, sewer or public easement, and must be set back at least 5 feet from interior side and rear property lines (subsections 3.1.1, 3.2). No commercial signage is allowed on a system, there is no mechanical screening requirement, and any installation on a designated historic structure must also comply with Chapter 11 (Historic Preservation) (subsections 7, 8, 9).
