Escondido adopted SolarAPP+ (Solar Automated Permit Processing) in 2022 β the US DOE instant permitting platform that issues a residential rooftop PV permit automatically upon passing algorithmic code checks. Standard 1-story rooftop systems up to 38.4 kW-DC generally qualify. Permit fee is approximately $450 including plan review and 2 inspections. Battery storage (Powerwall, Enphase IQ) adds a separate electrical permit (~$150). California Solar Rights Act (Civil Code Β§714, Β§714.1) prohibits HOAs from banning solar or imposing rules that add more than $1,000 to cost or cut output by more than 10%. SB 379 (effective 2025) requires permits to issue within 3 business days for simple systems. SDG&E handles Net Energy Metering interconnection (NEM 3.0 since April 2023).
