California's Solar Rights Act as amended by AB 2188 (2014) and SB 379 (2022) requires Folsom to process residential rooftop solar permit applications using a streamlined, standardized checklist and automated, instant or near-instant permitting for eligible systems. Residential systems up to 38.4 kWdc that meet standard design criteria qualify for the SolarAPP+ automated permit path. Fees are capped at $450 plus $15/kW above 15 kW for residential, and $1,000 plus $7/kW for commercial, per Government Code Β§65850.55. Folsom Community Development handles solar permits. Since January 1, 2020, the Title 24 Building Energy Efficiency Standards have required solar photovoltaic systems on most new single-family homes, and since 2023, on new multifamily and many nonresidential buildings. Battery storage systems follow NEC Article 706 and fire setbacks.
