030 limits the small residential rooftop solar permitting chapter to systems newly installed or physically modified after the chapter's 2015 adoption (Ord. 3223); systems already permitted before that date, and routine operation, maintenance, or like-kind replacements, do not need a new permit. 040 sets baseline technical requirements: solar water-heating systems must be certified by an accredited listing agency under the California Plumbing and Mechanical Code, and photovoltaic systems must meet the California Electrical Code and applicable Institute of Electrical and Electronics Engineers and Underwriters Laboratories standards, plus Public Utilities Commission safety and reliability rules where they apply.

050 governs how the Building Division must run the application process: it must post all required submission documents on the city's public website, accept electronic submittal by e-mail, the city website, or facsimile, and accept an applicant's electronic signature in place of a wet signature. The Building Division must also adopt a standard plan and compliance checklist, substantially conforming to the current "California Solar Permitting Guidebook" published by the Governor's Office of Planning and Research. 050(F) requires that all fees for these systems comply with Cal.

55 and 66016 and Cal. Health and Safety Code § 17951, and also comply with Cal. Gov't Code § 66015 until it is repealed on January 1, 2034. If an application is incomplete, the city must send the applicant a written correction notice detailing every deficiency and the additional information needed, rather than simply denying the permit outright.
