The section states its purpose plainly: prescribing minimum design and installation standards for solar energy systems and requiring a permit and inspection for installation, alteration and replacement of that equipment anywhere within Huntington Beach's corporate limits. 04, meaning plan submittal, fees, inspection scheduling and permit issuance for solar equipment follow standard Building Division procedure rather than a separate solar-specific process.
040 amends Chapter 10 of the model code so that electrical work tied to a solar installation, including panel wiring, inverters and interconnection equipment, must instead comply with the Huntington Beach Electrical Code. The current version of this chapter was codified by Ordinance No. 4343, effective December 16, 2025. 61.
Violations & Fines
Installing, altering or replacing solar, hydronic or geothermal equipment without the permit and inspection required by Section 17.60.010 violates the adopted Uniform Solar, Hydronics and Geothermal Code, enforceable the same as any Building Division permit violation processed under Chapter 17.04's administrative provisions. Electrical work on a solar system that does not meet the Huntington Beach Electrical Code standard incorporated by Section 17.60.040 fails inspection and blocks permit finalization until it is corrected.
