Summary
Before any solar energy system goes up in Irvine, rooftop or ground-mounted, residential or commercial, the installer must obtain a building permit under Zoning Ordinance Sec. 3-31-2. Roof-mounted panels are capped at two feet above the roof surface and can't exceed the building's overall height limit, while ground-mounted arrays are barred from every required setback and the front yard.
The applicant shall submit for and receive approval of a building permit prior to installation of any solar energy system.

Full Breakdown
Irvine's solar rules sit in Zoning Ordinance Chapter 3-31, adopted to encourage solar investment while keeping installations consistent with the City's architectural standards. Sec. 3-31-2 is blunt: "The applicant shall submit for and receive approval of a building permit prior to installation of any solar energy system." That applies citywide, to every parcel, residential and nonresidential alike, there's no exemption for a small rooftop array.
Once permitted, Sec. 3-31-3 sets the physical limits. Roof-mounted solar collectors can be angled for maximum sun exposure, but the collector itself is capped at two feet above the roof surface, measured perpendicular to the roof, and the whole system still has to stay under the zone's maximum building height. Appurtenances, conduit, junction boxes, water tanks, supports, plumbing, must be screened to the extent possible without hurting performance and painted to match the mounting surface color; the collectors, inverters and rails themselves are exempt from that screening/color rule. Ground-mounted systems can't sit in any front, side or rear building setback or the front yard area, and where feasible they must be screened from adjacent streets and properties without blocking sun access.
Covered-parking solar carports get their own carve-out: they can't be placed in a required setback for residential systems, and commercial/industrial carports may encroach up to three feet into a landscaping setback, but in neither case can the carport cause a net loss of required parking. Sec. 3-31-5 preserves a statutory backstop, nothing in the chapter can be used to block a solar system that state law otherwise entitles a property owner to install.
Violations & Fines
Skipping the building permit, or building a ground-mounted array in a setback or front yard, is a zoning violation. Under Sec. 2-10-1, violating any provision of the Zoning Ordinance is a misdemeanor, with each day of a continuing violation treated as a separate offense; Sec. 4-13-201 sets the maximum misdemeanor penalty at a $1,000 fine, six months in jail, or both, while infractions run $100–$500 per Sec. 4-13-202. The Community Development Department's Building Division handles permit review and enforcement.
