Hutto, TX Solar Energy: Panel Permits (2026)

Hutto Code of Ordinances § 6.02.051 adopts the 2018 International Building Code, and § 6.02.101 adopts the 2018 International Residential Code, both 'providing for the issuance of permits and collection of fees therefor.' Section 6.02.053(a) directs that permits and fees for work regulated under these adopted codes run 'per current city fee schedule,' which is Appendix A of the Code of Ordinances. Under Appendix A § A1.006, 'Building plans,' the Action/Fee/Technology Fee table lists a $50.00 fee for a 'Solar panel' permit plus a separate $7.00 technology fee, the same two-fee structure used for HVAC, water heater and irrigation permits in the same table.

In practice a homeowner or licensed contractor submits plans to Development Services, pays the $57.00 combined fee, and receives inspection before the array is energized. Because the building code was adopted with amendments, § 6.02.052(2) sends any appeal of a permit decision, denial or interpretation directly to the Building and Standards Commission, whose decisions are final, rather than to city council. Hutto's Unified Development Code, adopted separately by Ordinance 10-026-00 and not printed in this code, may add its own zoning-based siting or setback rules for rooftop or ground-mounted solar arrays; those UDC standards are outside this Code of Ordinances.

Homeowners should confirm any zoning placement restriction with Development Services before applying, since the Appendix A fee covers only the building-code review, not zoning compliance.
