Parsippany-Troy Hills, NJ Solar Energy: Panel Permits (2026)

Solar permits in Parsippany-Troy Hills run through the Uniform Construction Code chapter adopted by the Township Council, Chapter 124, and are handled by the Division of Construction Code Inspection and Enforcement under the Construction Official. The fee schedule is § 124-5, last amended 10-21-2025 by Ord. No. 2025:24.

Under the Building Subcode, § 124-5(A)(20) covers photovoltaic and thermal solar panels and states that the fee includes the labor and materials for the mounting hardware, the installation of the panels, any structural reinforcement if required and any footings as may be applicable. For Group R-5 the flat fees are $100 roof- or wall-mounted and $150 ground-mounted. For all other groups a roof- or wall-mounted system is charged on the unit cost per $1,000 of the cost of construction for renovations with a $500 minimum. A ground-mounted system with footings and structure is charged on the unit cost per $1,000 of the cost of construction for alterations with a $650 minimum, plus $25 for each footing over the first 30 footings. Section 124-2 defines cost of construction as the cost of labor and materials at its normal or usual cost as billed to the consumer, in accordance with N.J.A.C. 5:23-2.15(a)4.

The Fire Protection Subcode has its own line, § 124-5(C)(18): $100 for a detached Group R-5 and $250 for all other groups. The code defines detached as a Group R-5 one- or two-family structure that is not attached to another structure, such as a townhouse. A solar hot water system is listed separately in the Plumbing Subcode at $150.

Other fees in § 124-5 apply around the permit: plan review is 25% of the construction permit fee, and reviewing revised plans is $75 per hour per applicable subcode. State permit surcharge fees are computed under N.J.A.C. 5:23-4.19 and paid when the permit is granted. Appeals of decisions by the Construction Official and subcode officials go to the Morris County Construction Board of Appeals.
