0803 states that solar energy systems are permitted by right in all zoning districts as an accessory use to a principal structure, so homeowners do not need Special Use or variance approval to add solar simply because of where their property is zoned. That by-right status comes with development and design conditions. 0803(B) requires that, prior to installation or modification, the owner submit both an electrical permit application and a building permit application, accompanied by two sets of Ohio-stamped engineered plans with structural analysis, to the Division of Building Inspection for approval.

Roof-mounted panels on a sloped roof must be mounted parallel to the roof surface and cannot extend below the roofline or above the ridgeline at maximum design tilt; on a flat roof, panels may exceed the district's maximum building height by up to 5 feet at maximum tilt but cannot extend beyond the roof edge. Roof-mounted systems are exempt from screening requirements (except for associated mechanical equipment) and must comply with state and local fire codes for roof access, ventilation pathways, and emergency egress. Ground-mounted systems are limited to rear yards, capped at the district's accessory-building height limit, must meet accessory-building side and rear setback standards, do not count toward the maximum number of accessory structures, and are exempt from lot coverage calculations if the ground beneath is vegetative cover.

0802, systems installed before the November 2024 effective date are grandfathered unless materially upgraded, modified, or relocated, in which case they must come into compliance.
