04 sets the substantive requirements for a solar energy system: it must meet applicable health and safety standards imposed by the state and city; a system for heating water in a single-family residence, or in commercial or pool applications, must be certified by an accredited listing agency as defined by the California Plumbing and Mechanical Code; and a system producing electricity must meet the safety and performance standards of the California Electrical Code, IEEE standards, accredited testing labs such as Underwriters Laboratories, and, where applicable, Public Utilities Commission safety and reliability rules.

05 governs the application itself: all required documents are posted on the City website, electronic submittal by email or the internet is made available to every applicant, and the Development Services Department adopts a standard plan and checklist that a system must satisfy to qualify for expedited review. That checklist and standard plan must substantially conform to the recommendations in the current California Solar Permitting Guidebook published by the Governor's Office of Planning and Research. 03 clarifies scope: the chapter applies to permitting of all small residential rooftop systems citywide, but a system already legally installed or permitted before the ordinance's effective date is grandfathered unless it undergoes a physical modification that materially changes its size, type or components; routine operation, maintenance, or like-kind replacement parts do not require a new permit.
