Bellevue, NE Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 23 sets three separate protections for residents who do not want door-to-door callers. Section 23-24(A) limits solicitation at private residences, including homes, duplexes, rooming houses, and apartments, to the hours of 9:00 a.m. to 7:00 p.m., unless the property owner or someone with apparent authority has posted the property to prohibit solicitation, or the solicitor has an express prior invitation from the resident. Section 23-25(D) separately bars a solicitor from continuing to solicit an individual once that person says he or she does not wish to buy anything or give anything, a statutory version of the "just say no" rule.

Section 23-25(F) then bars entering any private premises posted with a sign stating "No Peddlers Allowed" or "No Solicitation Allowed," or other words to that effect, regardless of the hour. A posted sign overrides the 9-to-7 window entirely, while an unposted residence is only off-limits outside those hours or once the resident has personally refused. The Bellevue Police Department examines compliance under Section 23-29, and the City Clerk requires every licensed solicitor to wear a city-issued photo ID badge under Section 23-26. There is no separate city-run do-not-solicit registry in this chapter; the posted-sign and refusal rules in Section 23-25 function as Bellevue's no-knock mechanism, enforced property by property.
