Chapter 23, Peddlers, requires a license under § 23-1 before anyone may conduct business in the city as a peddler, solicitor, street vendor, mobile vendor, or itinerant or transient merchant, with a narrow exemption for people under 18 delivering newspapers or shopping news, or soliciting for their school, scouts or a scholarship fundraiser. Applicants apply to the City Clerk under § 23-4 with a government-issued photo ID, full legal name, date of birth, vehicle information if operating as a mobile vendor, and a description of what will be sold, and minors between 16 and 18 need notarized parental consent.

Section 23-21 sets the license fee from the Master Fee Schedule for one year from issuance, waived for nonprofit, charitable, tax-exempt applicants who show proof of status, and § 23-22 requires a Certificate of Insurance with $500,000/$1,000,000 commercial general liability coverage naming the city as an additional insured, plus vehicle coverage for mobile vendors. Section 23-24 confines door-to-door solicitation at private residences to 9:00 a.m. through 7:00 p.m., unless the property owner has posted otherwise or invited the solicitor, and separately bars soliciting in streets, rights-of-way or medians, or within one block of a school for 30 minutes before or after session.

Section 23-25 bars unwanted physical contact, misrepresenting the purpose or affiliation of the solicitation, continuing after being told no, and selling to anyone standing in the street, and caps mobile vendor vehicle speed at 10 miles per hour while soliciting.
