Chicopee, MA Soliciting & Door-to-Door: No-Knock Registry (2026)

Chicopee Code § 188-17(D)(4)(a) sets the hours: it is unlawful for any person to peddle or solicit before the hour of 10:00 a.m. of any day or after the hour of 6:00 p.m. of any day. The rule has no weekday exception, so the same window applies on Saturdays and Sundays.

Subsection D(6) is the City of Chicopee's no-knock rule. It is unlawful for any peddler or solicitor, or any person pretending to be one, to ring the bell or knock at any building where a sign is painted, affixed or otherwise displayed to public view containing any of the words "No Peddlers," "No Solicitors" or "No Agents," or which otherwise purports to prohibit peddling or soliciting on the premises. A homeowner does not register with the City or sign up for a list. Posting the sign is enough, and a hand-lettered card that says the same thing counts because the ordinance reaches any sign that purports to prohibit soliciting.

The rule reaches everyone covered by the door-to-door definition in § 188-17(A), which is the in-person solicitation of sales of goods or services by entry upon residential property, or soliciting a person on residential property from a street, sidewalk or adjacent property, without prior invitation, and includes charitable and non-profit organizations. Two related noise rules sit beside the hours limit. Under D(4)(b), no person can cry wares or ring or cause to be used any noise-making instrument in any street to the disturbance and discomfort of the inhabitants, and D(5) bars anyone hawking, peddling or soliciting from crying wares to the disturbance of the peace and comfort of the inhabitants of the City.

A licensed solicitor must carry the license and display it on demand of a police officer and of any person being solicited under G(7). The license is issued by the Chief of Police or a designee, who can revoke it after notice and hearing for any violation of the article.
