Lakeville, MN Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 3-13 of the Lakeville City Code gives residents two overlapping tools against unwanted door-to-door sales. Under section 3-13-9, no peddler, solicitor or transient merchant may enter a property to conduct business, unless invited by the owner or tenant, once the property displays a sign or placard at least three and three-fourths inches long and wide, printed in type of at least 48 points, stating No Peddlers, Solicitors, or Transient Merchants or an equivalent phrase such as Peddlers, Solicitors, and Transient Merchants Prohibited. Only the property owner or tenant may remove, deface or tamper with that sign.

Separately, section 3-13-10 lists prohibited conduct for every licensee or registrant: entering a residential property to conduct business between 8:00 P.M. and 9:00 A.M. the following day is banned outright unless the owner or occupant has expressly invited the visit, regardless of whether a placard is posted. The same section bars obstructing sidewalks or streets, making false claims of city endorsement, refusing to show a license or identification on request, and remaining on a property after being asked to leave. Every licensed or registered peddler, solicitor and transient merchant must also wear the city's certificate on their outermost clothing and carry identification naming themselves and their organization (Sec.

3-13-11). The city keeps the placard rule and the curfew separate: a homeowner with no sign posted is still protected from any knock outside the 8 P.M. to 9 A.M. window, and a sign posted at any hour bars entry entirely absent an invitation. Violating either provision is a misdemeanor under section 3-13-12.
