Milpitas, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Milpitas' residential trespass, canvassing, and solicitation chapter, adopted by Ordinance No. 314 in September 2024, gives homeowners direct control over uninvited door-to-door solicitors. Under Milpitas Municipal Code § V-15-3.02, no person may solicit, meaning offer or seek a good, service, donation, or thing of value, upon any residential property posted with a No Soliciting or similar sign, unless the person qualifies for an exemption under § V-15-3.06. Companion sections ban canvassing (§ V-15-3.03) and any entry at all (§ V-15-3.04) on property posted No Canvassing or No Trespassing.

For any of those three prohibitions to apply, § V-15-3.05 requires the sign to use letters at least two inches tall and be conspicuously posted, visible, and unobstructed at a listed location, such as within five feet of a door or entrance, within five feet of the start of a walkway or driveway, at a fenced gate, or on a detached mailbox post. Exempt visitors include residents, invited neighbors, mail and shipment carriers, anyone with express resident permission, government employees acting on official business, and people present under a legal right such as a court order (§ V-15-3.07).

Posting a sign also authorizes police officers to act as the resident's enforcement agent, including warning or forbidding a solicitor from the property, under § V-15-3.06. A solicitor can still violate the chapter without physically entering, such as by knocking or making noise that disturbs the resident's quiet enjoyment, under § V-15-3.08, and a business or organization that sent the solicitor can be held jointly liable under § V-15-3.09.
