Passaic, NJ Soliciting & Door-to-Door: No-Knock Registry (2026)

City Code Chapter 211, Article II governs soliciting and canvassing citywide. Under § 211-13, no person may solicit or canvass in Passaic without first securing a permit from the City Clerk through the Police Department and the Chief of Police, and the application fee is $65 (charitable or philanthropic nonprofits may petition the City Council for a discount, though the fee can never drop below $15 under § 211-20B). Section 211-14 requires a detailed background application, name, address, age, birth date, Social Security number, physical description, group affiliation, purpose of the solicitation, and two passport-size photographs, so the Chief of Police can run a full background check.

Under § 211-15, the Chief may deny an application for fraud, misrepresentation or a false statement in the application, or for an applicant's conviction of an indictable or disorderly persons offense involving moral turpitude, fraud or dishonesty; a denied applicant gets seven days for the Chief to reconsider a resubmitted application and may appeal a final denial to the City Council under § 211-17. Once issued, a permit under § 211-18 is valid for only 14 days from its stated start date, must be displayed to any police officer or other person on request, and is subject to revocation for a § 211-15A violation, fraud during the solicitation, or any violation of the Code of the City of Passaic or state or federal law while soliciting.

, and no canvassing within 1,000 feet of a school in the fifteen minutes before or the half hour after dismissal. Regular delivery of goods in the ordinary course of business is exempted under § 211-20A.
